Personnel Division
    The Personnel Division is the administrative department which is responsible for cultivation and management of the University’s talents. It has 14 permanent staff members, the High-qualified Talents Office and three sections: Teachers Section, Personnel & Talents Exchange Section, and Payroll Section.
    1. To draft, formulate and implement the plan for cultivating the University’s talents; to formulate and implement various talents-cultivating schemes; to actively advance, coordinate and plan as a  whole the cultivation of talents of all types according to the University’s medium- and long-term development program.
    2. To carry out the superior’s laws and regulations relating to the personnel work and put into effect the relevant policies.
    3. To organize the implementation of recruiting, training, examining and promoting staff and faculty members of the University.
    4. To set up, evaluate and appoint the professional posts of all types; to appoint the part-time teachers and to establish their teacher’s qualification.
    5. To take charge of the recruitment, selection and recommendation of the University’s high-level talents; provide all types of experts with management and service; to be responsible for the University’s post-doctoral programs.
    6. To be in charge of the selection & political examination of the persons who will go abroad for advanced studies and the examination & approval and management of the persons who will go for extramural studies.
    7. To be responsible for the supervisory management and daily management of teaching and administrative staff members’ labor disciplines; to take charge of the recruitment, transfer, and retirement of the teaching and administrative staff members, and the arrangements for the placement of demobilized army cadres and soldiers.
    8. To manage the personal files of the teaching and administrative staff members and act as the personnel agent; to be responsible for the construction & maintenance of the University’s personnel database and for information statistics and data submission.
    9. To take charge of the formulation and implementation of the policies for the University’s teaching and administrative staff members’ payment and welfare & remuneration; to be in charge of checking the payment of contract workers’ unemployment insurance and endowment insurance.
    10. To be in charge of the examination & approval and management of the University’s extra-planned labor use.
