The Scientific Research Department is the administrative functional department which is responsible for the planning & organization of scientific research, the management of projects, sci-tech cooperation, the management of achievements, the construction of bases, and academic exchanges at the University. It has set up 3 sections: Comprehensive Management Section, Research Planning Section and Research Achievements Section, and two offices: Major Projects Office and Secrecy & Quality Office. The University’s Secrecy Office and National Defense Academy are attached to it.
1. To formulate the planning scheme for the University’s research development.
2. To organize the application for research plans and strive for both projects through various channels and international cooperation research projects.
3. To take charge of the University’s external sci-tech cooperation and be authorized to check, affirm, register and manage the sci-tech contracts of all types.
4. To manage all the research projects and academic exchange & cooperation at the University; to be responsible for the achievements appraisal & application for awards, publicity, popularization and transformation.
5. To perform the planned management of research funds of all the projects at the University.
6. To organize the application for and the management of state and provincial/ministerial key laboratories and engineering research bases at the University; to establish and manage the science academy, joint research centers, and joint research laboratories.
7. To manage and protect intellectual property rights in scientific research, and apply for, act as an agent of, manage, publicize and popularize the patents of research achievements.
The Secrecy Office is a day-to-day administrative body. Its main functions are to sketch up the key departments, vital positions and important persons at the University which need be kept secret; to organize the security classification, declassification and change of the degree of secrets; to organize the detection and examination of secrecy affairs at the University at any time and in any place, urge the rectification and reform of potential safety hazards, and investigate & deal with secrets loss & leakage events and cases together with the departments concerned; to supervise, check, instruct and assess the secrecy work of the secrecy-related persons of all units at the University.
The National Defense Academy is the main embodiment of the feature of national defense research work of the University. It is both the managing mechanism for major national defense projects and the entity to undertake major national defense projects. It mainly undertakes major national defense projects, especially to undertake the R & D tasks relating to new models development, model-matching accessories development, trial production, and batch production.
